Michael Penney joined PAA in 2025 as a Senior Advisor and is based in the Ottawa office. He works with and advises clients across multiple sectors on government relations, issues management and advocacy efforts in complex public policy and legislative environments.

He brings more than a decade of political experience, including serving as Deputy Chief of Staff and Executive Director of Parliamentary Affairs to the Government Representative in the Senate. In this capacity, he played a key role in managing and implementing the Government’s legislative agenda during the Trudeau Government and into the early months of the Carney government.

Michael has also worked on and led several successful election campaigns, including in his home province of Newfoundland and Labrador, where he brings a strong understanding of the region’s political and policy landscape.

Michael holds a Bachelor of Arts (Honours) in Political Science from Memorial University of Newfoundland and a Master of Political Management from Carleton University.
