Latitia Scarr is a Principal Advisor in Ottawa. She joined the firm in 2017 and now leads PAA’s technology practice. She provides astute regulatory and public policy analysis for a wide range of PAA clients.

Latitia Scarr is a Principal Advisor in Ottawa. She joined the firm in 2017 and now leads PAA’s technology practice. She provides astute regulatory and public policy analysis for a wide range of PAA clients.

Before joining the firm, Latitia worked for the Canadian Produce Marketing Association, managing advocacy and regulatory issues affecting trade. Previous roles have included caucus services in the Liberal Research Bureau/Office of the Leader of the Opposition and policy manager at the Liberal Party of Canada National Office. She has acquired wide-ranging knowledge on issues such as privacy and data protection, cybersecurity, copyright, competition, public sector modernization, digital culture, innovation policy, trade, agriculture and food, public safety, Indigenous affairs, natural resources, as well as areas of concern in the public policy arena.

Latitia holds a Bachelor of Commerce from the University of Ottawa, with specialization in International Management. She also studied at the Université de Genève and the Reims Management School in Reims, France.
